Modern Trends in Road Construction Industry by Mr. E. Mohanraj, Senior Project Manager L& T / ECC.

     It was highlighted that since the annual growth projected at 12 – 15 % for passenger traffic and 15 – 18 % for traffic in the near future and over US $ 50 – 60 billion investment is required, a large component of highways is to be developed through Public Private Partnership (PPP). Various Project planning tools like Primavera & MS Project, Online monitoring neutral contract conditions and training are some of the key issues to be addressed. Quality Management System including Quality Control, Quality Assurance and Quality Audit and also Environmental Management System are essential for the better finished product and to avoid wasteful expenditure. It was suggested that the Project Implementation Unit (PIU), Consultants, Contractor & Experts in the field can interact through workshops, Training etc. to impart and exchange knowledge on latest Technologies in Project Management.

Urban Transportation – Challenge and Solutions by Dr. R. Sivanandan, Professor, Transport Engineering Division, Department of Civil Engineering, IIT, Madras.

     Today’s traffic problems in major cities and in Chennai were highlighted. The urgent need to address the inadequacies in road and Public Transport network in Chennai was highlighted. Need for short term, medium term and long term solutions were stressed. It was emphasized that advanced technologies can be selectively adopted for enhanced Traffic Management. Need for feasibility studies for access controlled roads like elevated expressways, Need for higher class Rail based system eg. Metro and integration of bus and rail system were some of the suggestion put fourth for consideration.

 Independent Technical Review Consultancy services for roads & bridge works for Highways Department – M/s. Wilbursmith India Ltd.

     The need for independent Technical Review by third party was emphasized to ensure that the quality and the cost is controlled. Through various process of Quality Control, Quality Audit, Random checking, Variations etc. this is the solution for effecting better Management of Quality and cost.

 Road user satisfaction survey – M/s. TNS, India, PVt. Ltd.

     The survey helps in improving road transport outcome by providing insight in to various issues and concerns raised by Road Users thereby influencing future strategies and operational decisions. Details of survey conducted for baseline survey for TNRSP were explained in detail. Various factors that make driving unsafe were highlighted. Interviews conducted with various stakeholders were presented. Overall satisfaction level was measured on a 5 point scale and it was observed that National Highways exceeded 4 score in major indicators like Air/Noise Pollution, Highways services, Traffic flow, surface quality & safety.

Concept of Road Management System. Mr. Gladson Jebaselwin, TNRSP.

     The need for the system was elaborated in the context of modern transport requirements the objectives of RMS were highlighted which included operating road network with minimum cost and maximum efficiency, accurate information of any road at any point in time to the Manager / Engineer for taking up maintenance and for Managing road assets. The system also will have the futures for the Stakeholders to access district wise road name and length, critical inventory like bridges, lane details condition index traffic details budget for road work programme.
