NABARD and Rural Roads Wing

Preamble:
NABARD and Rural Roads wing is aimed to provide and improve connectivity for villages to the Marketing centre, Hospitals, Educational Institutions, Major District Roads (MDR) and Other District Roads (ODR) thereby uplifting the economic and social welfare of the rural poor. It also serve to create new economic opportunities and activities , generate additional employment and income, facilitate and improve delivery of other rural services and enhance democratic processes and skills among rural poor.
Tamil Nadu government is striving hard to develop rural road network in the state under various schemes.

  • Rural Roads Scheme.
    Under this scheme, Panchayat and Panchayat Union Roads are upgraded with B.T road connectivity to the habitations with a population between 500 to 1000 with NABARD Loan Assistance.

Under Rural Roads scheme, from the financial year 2006-07, 1249 Km length of Panchayat and Panchayat union roads have been improved and 43 bridges constructed incurring an expenditure of Rs.242.47 Crores by giving connectivity to 948 villages upto March 2011.
Special Component Plan Scheme.
Under the scheme, Panchayat and Panchayat Union Roads are upgraded with B.T road connectivity to the Adi-Dravidar habitations where the Adi-Dravidar population is more than 50% of the total population with NABARD Loan Assistance. 
 Under Scheduled caste sub plan scheme, from the financial year 2006-07,  330 villages have been     given connectivity by improving 274 Km length of Panchayat and Panchayat union roads and 13 bridges constructed incurring an expenditure of Rs. 56.95 crores upto March 2011

3. Bus Route Improvement Scheme.

This scheme contemplates up-gradation of Bus Plying Rural Roads (Panchayat and Panchayat Union Roads) with NABARD Loan Assistance benefiting villages having a population between 500 and 1000.  Those roads where buses are plying presently or buses were plying for a period of at least three years are taken up for up-.  gradation under this scheme
           Under Bus Route Scheme, from the financial year 2006-07,  2629 Km length of Panchayat and Panchayat union roads has been improved and 27 bridges constructed incurring an expenditure of Rs. 239.80 Crores upto March 2011
In the beginning of 2008-09, the rural development and Panchayat Raj Department has taken a policy decision to take up improvement of Panchayat and Panchayat Union Roads by Rural Development Department. As per this policy decision, now the improvements of these roads are being taken up by Rural Development and Panchayat Raj Department

4. Improvements to Roads and Construction of Bridges on
    Government Roads.

  • From the financial year 2006-07,1497 Km length of Government roads have been improved and 337 bridges constructed incurring an expenditure of Rs.479.97 Crores upto March 2011       
  • New Project in pipe line
  • Construction / Re-construction of 65 Nos of bridges on Government roads at a cost of Rs.151.20 Crores under loan assistance by NABARD have been sent to NABARD through Government. After sanction by NABARD, these works will be taken up for implementation.

A) TSUNAMI EMERGENCY ASSISTANCE PROJECT WITH ADB LOAN ASSISTANCE
          In Tsunami affected Districts, 5 bridge works and 1 road work have been taken up with loan assistance from ADB, at a total cost of                Rs. 92.55 Crore. All works completed by June 2010 at a cost of Rs 86.29 crores. ( 21 Km length of  road at a cost of Rs.9.38 Crores in Cuddalore District and 5 bridge works in Thiruvallore, Cuddalore, Nagapattinam Districts has been completed)

B) TSUNAMI REHABILITATION PROGRAMME
               Under Tsunami Rehabilitation Programme, 45 Km length of roads at a cost of `.20.41 Crores and construction of 6 bridges at a cost of `.53.38 Crores in Tsunami affected Nagapattinam District. have been taken up. Out of which 33 Km length of roads have been completed incurring an expenditure of ` 14.64 Crores. And 3 bridge works have been completed incurring an expenditure of ` 7.75 Crores. And balance works are in progress.During the year 2010-11, no allotment has been made and hence, no expenditure has been incurred during 2010-11.

C) ROB/RUB
                The Government has ordered to execute 16 numbers of ROB/RUB at a cost of Rs. 315.40 Crore by this wing. Of which, one work at LC 8 is proposed for deletion. Four works are in progress and the remaining works are at various stages like preparation of Detailed Project Report and Estimate
             During the year, 2010-11 9 numbers of ROB/RUB at a cost of Rs.172.03 Crore have been sanctioned by the Government to this wing. All the works are at GAD stage. Further 2 ROB works has been sanctioned by the Government vide G.O (Ms) No. 39,Highways and Minor Ports(HQ2) Department, dated 01.03.2011. 

D) BY-PASSES
             The Government has ordered to prepare Detailed Project Report for 12 no of By-passes by this wing for majortowns. (Cuddalore, Tirupatur, Arcot, Tiruvannamalai, Namakkal, Tiruchengode, Bhavani, Myladuthurai, Tenkasi, Sankarankoil, Ambasamudram, Mudukulathur)

MAINTENANCE WORKS

  •    Under this scheme during the year 2006-2010, 3707 Km length of  Panchayat and Panchayat union roads,4915 Km length of Government roads,339 Km length of TNAP roads and 179 Km length of Sugarcane roads have been maintained incurring an expenditure of  ` 654.42 Crores.
