RURAL ROADS |
| 1. PROGRAMME AND PROJECTS |
Rural Roads wing was formed in 1972 to achieve the twin objectives of improving the Rural Roads to Other Districts Roads (ODR) standards as well as providing new connectivity to villages which are not served by any black top road so far. Since then for the past thirty years, rural roads wing undertakes improvements of Panchayat and Panchayat Union Roads under the following three schemes: |

| 3. Bus Route Improvement Scheme |

New connectivity is given to the villages under Rural Roads scheme and special component plan. The list of works satisfying the norms of each scheme mentioned above are obtained from the Divisional Engineers (H) after being vetted by the District Collectors. A Shelf of Projects is prepared in C.E.’s office and based on the allocation of funds by NABARD, proposals are sent on priority basis through the Government to NABARD for loan sanction. |
| 1.1 Rural Roads Scheme |
The norms followed for taking up works under this scheme are: |
a. The population of villagesshould be more than 500 as per 1991 census. |
b. The minimum road length to be improved should be 1.60 Km |
c. The village should not have already connectivity with a B.T. Road. |
All the villages with population above one thousand numbering 9705 have already been provided connectivity as on 31/3/1999. From the year 1999-2000 onwards connectivity to villages having population between 500 to 1000 is being taken up. It has been assessed that there are 4,986 villages in this population range as on 1999 without any connectivity. So far in the last five years, 990 villages have been provided road connectivity and during 2004-05, 220 villages are proposed for giving connectivity. Up to the year 1995-96, the Panchayat and Panchayat Union roads were improved to ODR standards by this wing and handed over to regular Highways for future maintenance. Since 1996-97, after the advent of the NABARD loan assistance under RIDF the rural roads are improved and handed over to the respective Panchayat Unions for future maintenance as per G.O.Ms. No.24/Rural Development (C2) Department, Dated:4/2/2000. |

| 1.2 Special Component Plan Scheme |
This scheme provides road connectivity to villages wherein the Adi - Dravidar population is more than 50% of the total population as per 1991 census. |
| 1.3 Bus Route improvement scheme |
Under this scheme, the roads in which buses are plying for more than three years are taken up for improvements as BLACK TOP roads. |

So far, under RIDF II to IX - 2911 road works totaling 7745.34 Kms. road length and 109 bridges costing Rs.766.19 Crores have been taken up for improvements. Out of which 2469 Nos. of Roads for total length of 6549.38 Kms and 81 Nos. of Bridges have been completed. A list of Road & Bridge works under progress is enclosed in the Annexure. |

New Proposals under RIDF X |
|
A New project consisting of 199 Road works to a length of 537.15 Km. and 8 Bridge works costing Rs.76.25 Crores has been sanctioned by NABARD under RIDF IX for which Government Administrative Sanction has since been accorded in G.O.Ms.No.165/Highways (HW-1) Dept., dated 24.6.2004. The works are in tender stage. |
