Tamil Nadu Road
Development Company Ltd (TNRDC), incorporated in May 1998,
is a 50:50 Joint Initiative of Tamil Nadu Industrial
Development Corporation Ltd (TIDCO), the investment arm of
Government of Tamil Nadu (GoTN) and Infrastructure Leasing
and Financial Services Ltd (IL&FS), an all-India
infrastructure development and financial services company.
TNRDC was set up with the mandate of developing road
sector initiatives by catalysing private sector resources
and investments under Public-Private Partnership (PPP)
framework.
The Company is an innovative and unique institutional
mechanism that complements the visionary zeal and
administrative strength of GoTN and the project
development and financial acumen of IL&FS for developing
infrastructure projects

The authorized share capital of the
Company is Rs 15 crores and the paid up capital of the
company is Rs. 10 crores.
The share capital is contributed equally by:
i) Tamil Nadu Industrial Development Corporation (TIDCO)
Rs. 5 Crores (50%)
ii) Infrastructure Leasing & Financial Services Ltd and
its Associates Rs. 5 Crores (50%).

The day-to-day affairs of
the Company are managed by Mr Sunil Paliwal. Mr Sunil
Paliwal is an officer in the Indian Administrative Service
(IAS), 1993 Tamil Nadu Cadre. During the last 15 years in
the service, he had held several crucial portfolios in the
Tamil Nadu Government.
Mr Sunil Paliwal is assisted
by a team of experienced and high caliber professionals
drawn from different functional disciplines. |

PROJECTS |
|
EAST COAST
ROAD (ECR) |
|
|
|
The first
project implemented by TNRDC was the East Coast Road (ECR)
Project, which has since emerged as a benchmark for
developing two lane roads in the country. The project
entailed improving the East Coast Road for a length of 113
kilometres from Kudumiyandithoppu near Chennai to the
outskirts of Pondicherry. The commercial operations/ tolling
on the road commenced in March 2002.
Feasibility
studies for four laning of ECR are under process and due for
implementation.

IT EXPRESSWAY
LTD (ITEL) |
|
|
|
IT
Expressway Ltd (ITEL), a wholly owned subsidiary of TNRDC
has been created as a special purpose vehicle to implement
the IT Corridor Project. In phase-I the Company is
improving the IT corridor (now known as Rajiv Gandhi Salai)
which commences at Madhya Kailash Temple and extends upto
Siruseri. The IT corridor is aimed to be a world class
facility transforming the concept of road transport in
India. The Project has metamorphosed in to an integrated
urban infrastructure project.
The
prestigious project was inaugurated by Honorable Chief
Minister in October’ 2008 and the commercial operations /
tolling on the road commenced in December’ 2008.
Feasibility studies for Phase II have already been
completed and its implementation would be taken up in due
course.

ENNORE-MANALI
ROAD IMPROVEMENT PROJECT (EMRIP) |
|
|
|
TNRDC has
been managing the Chennai Ennore Port Road Connectivity
Project/ Ennore-Manali Road Improvement Project (EMRIP)
for improving the road connectivity between Chennai and
Ennore ports besides improving other key roads in North
Chennai. The Project is being implemented by the National
Highways Authority of India (NHAI) as part of the National
Highways Development Programme (NHDP) – Port Connectivity
Project by the special purpose vehicle, Chennai Ennore
Port Road Company Limited.
TNRDC has
been appointed as the Managing Associate for the Project
in recognition of the pioneering and proactive role played
by it in developing the Project. The Project involves
shore-protection through the construction of groynes /
protective seawall and road improvement for a total length
of 30 km of road network in the Ennore Manali Area.

CHENNAI OUTER
RING ROAD (ORR) |
|
|
|
In view of the
Vehicular Congestion in the Major roads in Chennai City,
Government of Tamil Nadu has decided to provide a Major
Connectivity Corridor to ease the Congestion for free and
quick flow of traffic. Accordingly the Government has
sanctioned Chennai Outer Ring Road to a length of 62 Km
connecting Vandalur in NH-45 with Minjur in Thiruvotriyur
Ponneri Pancheti (TPP) Road Via Nazaratpet, in NH-4,
Nemellichery in NH-205 & Padayanallur in NH-5.
Accordingly Land Acquisition process has been initiated by
CMDA to a width of 122 m. As the entire Land Acquisition
from Vandalur to Nemillichery has been completed to a
length of 29.65 km, it has been decided to implement the
project in this stretch as Phase-1 on Design, Build,
Finance, Operate and Transfer (DBFOT) Annuity basis. The
Government has also sanctioned a sum of Rs.300 Crores as
project assistance fund. Tamil Nadu Road Development
Company Limited (TNRDC), Chennai has been appointed as
“Managing Associate” for this project.
The main features of
this Green Field Project are formation of dual 3 Lanes
with Service Roads to a width of 25 m each, separated with
proposed 22 m Public Transportation Corridor (PTC) and a
50 m Corridor towards the city side for Commercial
Development.
The work is
programmed to be commenced during February ‘2010 and
proposed to be completed by August ‘2012. |

LALAPET ROB |
|
|
|
TNRDC had
been appointed as Managing Associate by NHAI for work on
Lalapet RoB (on NH-67) which has been completed and
inaugurated in January’ 2009. |
|

|
INTEGRATED
INFRASTRUCTURE IMPROVEMENT OF GUINDY INDUSTRIAL ESTATE |
|
|
|
TNRDC has assisted SIDCO in
preparation of detailed engineering report for integrated
infrastructure development plan for Thiru Vi Ka Industrial
Estate. SIDCO has engaged TNRDC
as its Managing Associate for implementing the
comprehensive Integrated Infrastructure Development
Programme.
The Programme envisages improvement of about 20 km of road
network and provision of storm water in the Estate
premises besides access management measures. The
implementation of the Project is currently underway.
