| Preamble: |
|
Subsequent to strategic options study in 1995, World
Bank came forward to render Technical loan assistance (in loan No.
4114 IBRD) to prepare feasibility report for State roads of State
Highways, Major District Roads and Other District Roads and
Detailed Engineering Design.
The TA loan amount is US $ 6.8 million (Rs. 30.60 crores).
The indicated project value is US $ 250 million (Rs.1125 crores)
for civil work construction namely upgrading 732 Km of roads and
US $ 100 M (Rs. 450 crores) for maintenance of 2600 km Government
roads. |

Detailed
Engineering Design: |
|
Detailed Engineering Design was completed for 375 Km
in Phase I in March,1999 and
for another 375 Km in Phase IA
in June, 1999. Detailed Engineering for bypasses on these
roads was completed under Phase IB in March
2001. Contract 1 is a single
large package of about Rs. 520 crores. The cost of contract 2, 3 & 4 is about Rs.
110 crores. |

Supervision Consultant for Contract 1, 2,3,4:
|
|
The two consultancy services will be
utilised to supervise the works. One for contract 1 and the other
for contract 2,3, & 4. |

| Environmental
Clearance for Eastern Corridor (Phase I)
|
|
NOC of Pollution Control Board was received on 15.04.99. Based on
this, clearance of Ministry of Environment & Forest (MoEF) was
issued on 06.07.2000 with certain conditions. Compliance reports
were sent to MoEF. |

| Environmental
Clearance for Northern Corridor (Phase IA):
|
|
NOC
of Pollution Control Board was received on 12.11.99. Based on this,
clearance of MoEF was issued on 18.09.2000 with certain conditions.
Compliance reports were sent to MoEF on 05.02.2001 & 13.09.2001.
Stakeholders workshop was held in October and November 2002 part of
disclosure procedure applicable for World Bank Project. Independent
review consultant has reviewed the environmental documents, prepared
by the main consultant. The final report has been disclosed to
the public. |

| Institutional Development Study:
|
|
|
The Institutional Development Study (IDS) is the first phase, of a
two-part effort, to improve the Institutional & Financial capacity
of the Highways Department. The first phase, namely, Institutional
Development Study has been conducted by the USA based consultant
M/s. Booz Allen & Hamilton at the value of US$ 0.7 Million. The
study which commenced in April 99 was completed on 15.09.1999, with
recommendations for reforms on Organisation and Management, Core
process, Information system, Financial Mechanism and Regulatory
context. Based on the review and acceptance of the study report by
the steering committee, Government in G.O.Ms.No.141/Highways (HN1)
Department dated 16.08.2001accorded in-principle approval.

|
Financial
and Procurement Management |
|
The Integrated
Financial and Procurement Management System Study was taken up
through M/s TCS at a value of Rs. 24.55 Lakhs and completed on
15.08.2000. The system evolved has been accepted for adoption. A
Financial Manager is in position. The consultant (TCS) has trained
the PIU staff. |

Maintenance Component:
|
|
World
Bank has indicated US$ 100 M (Rs. 500 crores) for maintenance of
State Government Roads. About 2600 Km of Roads was identified for
maintenance by M/s. Booz Allen for Hamilton under IDS study out of
this, it is proposed to take up 200 km of road for maintenance
including roads for pilot performance. The Government have accorded
sanction of Rs. 90 Lakhs for consultancy services in G.O. No. 131
Highways (HN1) Department dated 06.08.2001 for this purpose. |

| Land
Acquisition:
|
|
|
Special Revenue
staff headed by District Revenue Officer at Chennai and assisted
by six Tahsildars in 11 Districts are functioning in the project
area. The preparation of Land Plan Schedule for Land Acquisition
has been completed in 376 villages along 732 km of roads. The
extent of land required for the project is 564 Hectares.
Administrative sanction of Government in G.O.
Ms. No. 59 HN1 dated: 16.03.2001 for Rs. 49.50 crores for land
acquisition has been received. Land Acquisition is being
done by direct negotiation with land owners by the District
Negotiation Committee headed by the Collector.

| Rehabilitation
& Resettlement Cell:
|
|
|
It was proposed to have
Rehabilitation & Resettlement cell. Rehabilitation of
Project Affected persons will be done in accordance with the
principles and policy frame work approved by Government in G.O. Ms.
No. 193 Dated 10.08.98. The Government in G.O. Ms No: 221
HN1 dated: 19.12.2000 has constituted two committees one at
the District level and the other at State level, to monitor
Rehabilitation & Resettlement Action Plan (RAP).

Environment
Cell:
|
|
An
environment cell has been established with Government sanction in
G.O.Ms. No. 114 Highways (HN1)
dated 13.07.2001. It comprises
one Superintending Engineer, one out sourced environment
specialist and one
Assistant Conservator of Forest.
This cell looks after the environmental issues prior to and
during project construction. |
|
